My calendar is on a site that has a scheduled dinner the 4th Tuesday of every month except the months of November & December. Is there any way to set the events to not show on those two months?

No that's not possible. It's almost impossible to cope with all possibilities.
You could select "every 4th Tuesday of each month" and then go to the calendar and delete the individual events in Nov and Dec. This has the same effect, but is a bit more work.
